Dear Pacific Information Exchange, Inc. Customers:

Effective April 1, 2003, the FCC increased the Federal Universal Service
Fund fee on telecommunications services by approximately 2.3 percentage
points. Pacific Information Exchange, Inc. will pass on this increase in
the fee, at cost, to our DSL customers beginning with June 1, 2003
billings. This fee is billed to us, and remitted by Verizon to the FCC.
The charge does not result in any revenue to either Pacific Information
Exchange, Inc. or Verizon.

The Federal Universal Service Fund fee is mandated by the 1996
Telecommunications Act passed by Congress, and is used to help maintain
affordable local telephone service for all consumers, and also to provide
discounted service to schools, public libraries, rural health care, and
low-income consumers. You can find more information about the FUSF at the
